Supervisory Administrative Officer

Oversees all aspects of human resources functions to include position descriptions, recruitment, employee/labor relations,training and other related activities. Manages on-line certifications of contracts and labor mapping. Establishes internal procedures regarding deadlines, progress reports and directives. Acts as the Contracting Officers Representative (COR) to manages procurement and contracting functions for the department. Prepares, edits and archives all official correspondence requiring signature or approval. Provides advice to staff and supervisors regarding human resources procedures, laws, regulations and policies. Advises supervisors/managers on budgetary and finance issues. Provides expert advice on procurement issues. Executes and monitors balances of fund control points. Participates in reviewing needs, plans, and goals to develop budget data and justification for review and approval. Assists with the negotiation of business agreements and contracts. Not required The position is located in the Medicine Department of the Specialty Care Directorate located at the Captain James A. Lovell Federal Health Care Center (FHCC) in North Chicago, Illinois. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/02/2020. Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
extensive working knowledge and experience with functional areas such as human resources, purchasing, supply and property management, records management, financial management and budget, and related administrative areas in order to ensure compliance with established policies, practices, and procedures; working with management analysis principles and concepts in order to conduct studies and evaluations regarding medical facility operations and activities; analyzing and measuring the effectiveness, efficiency, and productivity of administrative programs and developing recommendations for improvement based on identifying problem and potential problem areas from daily observance or studies; and having an understanding of medical facility's mission, functions, goals and objectives; and organizational structure and individual program responsibilities. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
