Medical Technologist - Laboratory Information Manager

DUTIES INCLUDE:
Serves as the Laboratory Information Manager (LIM) and Automated Data Processing Applications Coordinator (ADPAC) for Pathology and laboratory Medicine Service (PLMS) with responsibility for designing, reviewing and maintaining the laboratory information system and laboratory centric software to gather, record, process, analyze and report clinical data relating to all areas of the laboratory including microbiology, mycology, parasitology, infection control, chemistry, hematology, coagulation, molecular pathology, toxicology, serology/immunology, blood bank/transfusion medicine, cytology and anatomic pathology. Is responsible for the implementation of the laboratory software modules of the hospital information systems. Identifies of problems in new software packages or functionality when they are installed, analysis of those problems and assisting in the determination of the appropriate corrective action. Develops and provides initial computer orientation and training of new laboratory employees at the appropriate level of knowledge and skill to meet users' position requirements. Performs training at the local level, within the VISN or nationally. Serves as the PLMS information security officer and provides guidance to resolve security issues. Trains all employees on the hospital, VISN and national computer security policies and procedures. Provides computer advice, expertise and guidance to laboratory personnel. Provides advice and guidance to other clinical staff, support workers, business managers, service chiefs and service line managers on computer-related problems concerning data inputs, new procedures and software updates. Represents PLMS on hospital committees and task forces, and contributes to the development of new programs, resolution of problems and institution of new initiatives involving the laboratory information systems. Monitors overall workflow/workload patterns, project or program initiatives within the laboratory to evaluate and assess optimal utilization of the laboratory information system, software, applications and hardware. Changes workload priorities as required to ensure the provision of uninterrupted computer services in an effective and efficient manner. Proposes new computer-related initiatives and processes for consideration to laboratory management and assesses their effectiveness. Directs and implements computer-related initiatives at the hospital, VISN and DHA (Defense Health Agency) levels. Monitors and evaluates current work processes and procedures and contributes ideas for improvement in laboratory functions. Is responsible for continuously studying laboratory utilization to identify areas that need attention. Considers desirability and feasibility (availability of equipment and staff, cost-effectiveness, etc.) of computer applications in support of laboratory operations and recommends those that best meet laboratory needs. Evaluates new procedures and protocols for incorporation into the functionality of the laboratory information system, and assess the effectiveness of the procedures once in place. Develops, implements, maintains and modifies various computer applications such as clinical reporting systems, laboratory database files, a detailed test catalog with specimen collection criteria, a downtime an contingency plan for both scheduled and emergency interruption of computer services, bidirectional and host query instrument interfaces, the Laboratory Electronic Data Interchange (LEDI) system, the Laboratory Management Index Program (LMIP) for workload reporting, preventive maintenance schedules and logs for computer hardware and quality assurance (QA) programs. Designs, develops, reviews and revises policies, protocols, manuals and guidelines for the laboratory information system in accordance with the requirements established by the various accreditation and inspection agencies (i.e., CAP) or applicable Federal and State regulations. Maintains and ensures required all documentation pertaining to laboratory information systems locally and for the VISN is accurate, complete, up to date and in compliance with those organizations. Manages the collection and interpretation of data for hospital and VISN QA programs and Performance Improvement (PI) initiatives and at the request of laboratory management. Works with hospital Office of Information and Technology (OI&T) and national VA support staff to install and implement software modifications and patches. Performs other duties as assigned. English Language Proficiency Certification (copy of certification required).Candidates must currently possess the appropriate certification as a MT, MLS, or CLS given by the ASCP-BOC, ASCP-BOR, or AMT. Education and/or Experience Combination (Transcripts Required):
EDUCATION:
A bachelor's degree or higher from an accredited college or university in medical laboratory science, medical technology, clinical laboratory science or in a related science (e.g., laboratory sciences such as chemistry, biochemistry, biology, microbiology, immunology, etc.). AND Completion of a medical technology clinical practice program. Note:
Clinical practice programs completed after 1974 must have been accredited by the National Accrediting Agency for Clinical Laboratory Sciences (NAACLS), Commission on Accreditation of Allied Health Education programs (CAAHEP, formerly SAHEA), or the Accrediting Bureau of Health Education Schools (ABHES). The professional curriculum may have consisted of a post-baccalaureate certificate program or be integrated into a four-year program of study that culminated in a baccalaureate degree. TRANSCRIPTS REQUIRED OR A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics. AND Two years of post-certification clinical laboratory experience (E.g., blood banking, chemistry, hematology, microbiology, immunology, clinical microscopy, etc.) within the last ten years as a certified Medical Laboratory Technician by the American Society for Clinical Pathology Board of Certification (ASCP-BOC), American Society of Clinical Pathology Board of Registry (ASCP-BOR) or American Medical Technologist (AMT). This experience must include performing moderate and/or high complexity testing in blood banding, chemistry, hematology, microbiology, immunology and clinical microscopy (or categorical certification) in a clinical laboratory. TRANSCRIPTS REQUIRED OR A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics. AND Five years of clinical laboratory experience within the last ten years performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology, immunology and clinical microscopy (or categorical experience which matches categorical certification) in a clinical laboratory. Must have at least 1 year of creditable experience equivalent to the GS-11, which is directly related to the position to be filled. Creditable specialized experience typically includes but is not limited to:
Experience with developing and recommending new policies and procedures regarding the installation and use of laboratory information systems. Experience providing advice and consultation on clinical laboratory information systems. Experience analyzing emerging trends, software and technology to meet agency goals. Experience with ensuring compliance with regulatory agencies and performing audits. There is no educational substitution at this grade level. In addition, one must be able to demonstrate the following Knowledge, Skill and Abilities:
KSA 1 - Knowledge of concepts, principles and methodology of clinical laboratory technology in relation to laboratory information systems. KSA 2 - Knowledge and understanding of laboratory operations and their relationship to the organization sufficient to provide advisory, inspection, training and problem-solving services on specific projects, programs or functions. KSA 3 - Ability to adapt, implement and integrate the use of software to specific laboratory applications and processes. KSA 4 - Knowledge of laboratory information system analysis, program technique computer language and program design sufficient to implement various laboratory associated packages and sustain operation of the laboratory system. KSA 5 - Ability to independently plan, organize, set priorities, work as a team member and effectively complete assignments. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
