Manages the formulation and development of organizational strategic plans in alignment with VISN and VHA strategic plans Researches alternative planning models, surveys and recommends appropriate planning processes and structure Develops and updates the planning process on a continuous basis to ensure FHCC improves the delivery of health care and overall health of veterans, active duty and beneficiaries through excellence in patient care while remaining financially viable Initiates fiscal management responsibility for the strategic planning program by preparing overall strategic planning budget, expenditures and recommending reallocation of funds based on shifting program needs Analyzes and evaluates organizational staffing and functional structures to determine best practices in terms of meeting organizational objectives Briefs leadership in areas that have a significant impact on the successful operation of FHCC Provides technical support and advice to leadership on a wide variety of healthcare and administrative issues/projects Interprets Federal, VA and VHA directives/administrative polices to compose and implement facility policies to meet the mission of the organization Performs other duties as assigned Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position, you must have served 52 weeks at the GS-09. For a GS-12 position, you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Education GS-5 and GS-6 grade levels:
Major study - Hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Experience - Positions above GS-5:
Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative areas such as budget, personnel, and procurement. In addition to the basic requirement as stated above the following is the experience requirement to qualify at the GS-11 and GS-12 grade levels in this occupation. Specialized Experience - Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-09 for the GS-11 and GS-11 for GS-12 consideration) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
experience in positions that required comprehensive knowledge of health care service administration, continuous quality improvement, data analysis, healthcare principles, theories and practices, budgeting, planning, administration, and labor and union relationships; skill in applying advanced qualitative and quantitative techniques; experience in positions that required extensive knowledge of the characteristics of the health care delivery systems, intra and interdepartmental relations, and agency operations and programs; comprehensive knowledge of agency administrative practices such as correspondence control, office processes, regulations, and rules; ability to investigating issues, analyzing problems, and presenting both written and oral recommendations; and advanced communication and interpersonal relations skills, including the ability to appropriately relate to internal and external customers. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
