This position reports to the Clinical Director of Mental Health (CDMH). The Social Worker-Assistant Executive Director Mental Health is responsible for supporting the CDMH in maintaining all operations and direct reports within Mental Health. The Assistant Executive Director Mental Health will assist the CDMH in providing direct supervision to the Deputy Director Head; Administrative Officers of the MHD, MHD Department Heads, and Directorate Business Manager, The Assistant Executive Director Mental Health will be a point of contact for physicians and clinical staff assigned to the directorate. Major duties and responsibilities will include, but are not limited to:
The Social Worker Program Manager executes leadership that is characterized by substantial and continuous responsibility and accountability for the integrated programs that cross service and/or discipline lines, influence organizational mission and health care and the outcomes associated with each. The Social Worker Program Manager will act as a point of reference and clinical professional guidance for clinical staff under his/her authority. This will include, but is not limited to, training, professional guidance, documentation, process workflow, and other functionality regarding necessary clinical systems. The Social Worker Program Manager will work with staff to optimize the usage of clinical systems through education and training, quality outcomes, and providing support in accordance with organizational goals. The Social Worker Program Manager will work closely with FHCC staff, other department heads, and physicians to ensure that the highest standards of quality and service are maintained. The Social Worker Program Manager will demonstrate knowledge of medical performance improvement, professional affairs, risk management, medical staff by-laws, medical liability, medical ethics, Lean/Systems Redesign, managed care, and a general knowledge of VA and Navy organizational budgetary process. The Social Worker Program Manager will have proven communication skills (written and verbal), team-building skills, and proven ability to promote morale and teamwork. S/he will have a general knowledge of military and civilian personnel management procedures, VA performance appraisals, Navy fitness reports, and enlisted evaluations. The Social Worker Program Manager provides executive input in the strategic planning, budget, mission, operational planning, and policy development for local and network effort. Utilizes current trends and relevant theories in an analytical framework to design/modify, implement, and measure integrated programs and activities to achieve clinical and administrative goals of the medical center and/or network. Evaluates outcomes against strategic priorities. The Social Worker Program Manager assumes a leadership role in resolving highly complex ethical issues that have an impact upon the health care delivery system and/or the consumer within the organization and/or the community. The Social Worker Program Manager provides leadership in the development of policies and systems to devise strategies that will enable the organization to successfully manage bioethical issues and protect patient and family rights. Additionally, the Social Worker Program Manager in this position functions independently as a member of the VA Medical Staff, with full clinical privileges. United States Citizenship:
Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to the CSWE website to verify if that social work degree meets the accreditation standards for a master of social work. Licensure. Persons hired or reassigned to social worker positions in the GS-185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found on the OHRM website. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation). In additional to meeting the basic requirements as stated above At the GS-14 grade, Social Worker Program Managers are assigned to manage, direct and oversee a major specialty treatment program at a multi-division facility or at the VISN or VA Central Office level. Typical assignments at the facility level include serving as a care line manager or major section chief. Typical assignments at the VISN or VACO level include overseeing a VISN homeless program or care coordination program or a national program, such as the Fisher House Program. They have responsibility for staffing, work assignments, budget, clinical services provided and admission criteria for the program, day-to-day program operation, and all reporting requirements. Additionally, program managers at this grade generally have collateral assignments, determined by the needs of the local facility, the VISN and/or VACO. In-depth knowledge of the program coordinated, and demonstrated knowledge and ability to write policies, procedures, and/or practice guidelines for the program. Knowledge and skill in management/administration, which includes supervision, consultation, negotiation, and monitoring. Ability to supervise multidisciplinary staff assigned to the program. Ability to organize work, set priorities, meet multiple deadlines, and evaluate assigned program area(s).
