Human Resources Assistant (Recruitment/Placement - SBU)

This HR Assistant is located at the Captain James A. Lovell Federal Health Care Center in North Chicago, IL. This position provides Network-wide human resource support work in the VISN Strategic Business Unit (SBU) that entails determining the approach and methods needed to staff position at a specific grade level, process personnel actions, and ensure related staffing functions are completed in a timely fashion. Major Duties:
Conducts recruitment/examining activities for assigned positions (GS-7 & below and Wage Grade) to include developing competency criteria, job analysis, job announcements (JA), etc. Amends established JAs with prior approval. Reviews applications for corresponding qualification competencies or skill match. Adheres to procedures for verifying veterans' preference and clearing CTAP and ICTAP register prior to preparing the certificate of eligibles. Forwards the certificates of eligibles to the selecting official and coordinates with them regarding agency procedures for selecting a candidate for the vacancy(s). Ensures the selectee(s) meets all regulatory and legal obligations for proposed appointments to include eligibility for Federal benefits, probationary prerequisites, and ability to meet special requirements such as security clearances, age or physical prerequisites, and ability to meet special requirement. Secures all required documentation i.e. proof of citizenship transcripts etc. Sends notice of results to remaining applicants; and Prepares files for announcement close out (i.e. copy of JA, lists of all applicants and their applications, list of eligibles referred, evidence of CTAP & ICTAP clearance, etc.) Assists HR specialist with the on boarding of new employees to include arranging for physical examinations (based on the occupation), ensuring completion of all appropriate benefits forms, extending job offers, coordinating Entry -on -Duty and/or release dates from losing office,forwards pre-employment packets to new appointees, and coordinates with other related functional offices involve in on-boarding (i.e. pre-appointment security checks). Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Experience:
Must have one (1) full year of specialized experience equivalent to at least the next lower grade (GS-04) in the Federal Service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience typically includes, but is not limited to:
answering inquiries concerning office procedures. Accomplishing routine support tasks within a HR office. Maintaining files and/or employee records. Using a personal computer, terminal, and office software programs to enter data, complete forms, and correct errors and omissions in HR documents, files, and records as needed. OR GS-5 Education - Successful completion of a full 4 year course of study above high school leading to a bachelor's degree in any field for which high school graduation or the equivalent is the normal prerequisite is creditable for this position. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. Knowledge of and skill in applying HR rules, procedures, and operations to provide instructions on recruitment/selection requirements, processes, and procedures, submitting requests, and screening applications to determine if applicants meet minimum qualifications. Comprehensive knowledge of HR automated resources in order to organize and document applicant qualification rankings, forward notice of results to all applicants, properly close out Job Announcements. Assessing pay related issues in HR Smart and coordinating appropriate resolution. Knowledge of HR database systems in order to retrieve and analyze information used to generate documents, records, reports, etc. that contain tables or graphs. Answering standard inquiries concerning merit promotional procedures; time-in-grade requirements; appropriate use of HR directives, policies or practices; nature of action codes; generic position descriptions. Communicating orally and in writing in order to respond to inquiries regarding Human Resource procedures, processes, and/or related functional areas. Proficiency Requirement:
In addition to meeting experience and/or education requirements, applicants for this position must show possession of the following skill. Ability to type 40 words per minute. Applicants may meet this requirement by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates, by the Office of Personnel Management local office, or by self-certifying their proficiency. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
