How would you like to become a part of a team providing compassionate whole health care to Veterans? Responsibilities This position serves as a Program Analyst for Network Managerial Cost Accounting (MCA).
DUTIES INCLUDE:
Works on broad and complex assignments to gather and reconcile the data necessary to accomplish the monthly processing of Decision Support System (DSS) data.
Recommends solutions to data analysis issues encompassing the widest range of administrative and clinical aspects of medical center operations.
Responsible for assigned year-end maintenance, conversion work and assigned reporting requirements involving assignments requiring interpretation of DSS guidelines.
Ensures the accuracy of the DSS data by designing and coordinating the performance of routine and non-routine data audits.
Resolves difficult problems relating to variable and changing costs, multidisciplinary programs with workload and cost variables that are hard to identify, as well as comparable problems.
Uses seasoned judgment in selecting and adapting various tools to query DSS and source data systems in completing audits.
Works with the Managerial Cost Accounting (MCA) Manager, Operations Managers, Site Liaisons, other MCA staff, data specialists from a variety of areas, and managers or their delegates.
Manages several concurrent projects effectively, demonstrating effective scheduling and time management skills and the ability to prioritize.
Responds to emergent and/or recurring requests for information from the MCA Manager, Operations Managers, and Site Liaisons.
Resolves complex program issues that could not be resolved by operating officials or lower graded program analysts.

Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/27/2023.
Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-9.
The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Experience:
Must have at least one year of specialized experience equivalent to the GS-7 grade level which provided the knowledge, skills, and abilities to successfully perform the duties of a Program Analyst.
Specialized experience includes but is not limited to:
Experience working with Microsoft products such as Excel, Access, and Word.
Experience working with electronic databases.
Experience producing an interpreting reports.
Experience identifying and resolving issues or problems regarding data.
Experience auditing and analyzing financial data and reports.
OR GS-9 EDUCATION:
Substituting education for the experience required for the GS-9 level which is 2 full years of progressively higher level graduate education leading to Master's Degree or a Master's or equivalent graduate degree.
This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
(TRANSCRIPTS REQUIRED) OR GS-9 COMBINATION OF SPECIALIZED EXPERIENCE AND EDUCATION:
Applicants may possess a combination of education and experience to qualify at the GS-9 level.

GS-11 SPECIALIZED
Experience:
Must have at least one year of specialized experience equivalent to the GS-9 grade level which provided the knowledge, skills, and abilities to successfully perform the duties of a Program Analyst.
Specialized experience includes but is not limited to:
Experience with VISTA and the Decision Support System (DSS) software.
Experience with VA accounting systems.
Experience executing and interpreting routine and highly complex reports from databases.
OR GS-11 EDUCATION:
Applicants may substitute education for the experience required for the GS-11 level which is 3 full years of progressively higher level graduate education leading to a PhD or equivalent doctoral degree.
This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
